TA return + report vendor for misleading ad (TA are anal about this)
Agree - if it can't perform as advertised its best to report it. If you can measure current vs voltage with a pot and a multimeter that would be ideal, though. I'm not sure if Takealot will accept the RBP as a measuring device.

It’s not false advertising, it clearly showed that it was for QC 3.0

Would the QC 3.0 chipset pull the output voltage lower than 5 V if the current is 3 A? The charger's specification says 3 A @ 5 V, so I'm not sure why it would lower the output voltage?
Interesting, the Xipin chargers are not on Qualcomm's list of 3.0 devices:

Agreed, but looking at the charger's specs clears that up: it claims to be able to do 18 W at 12 V or 9 V, not at 5 V. At 5 V it claims to be capable of 3 A.
