Task alert

What is the best app to pop up task alerts ony my screen/desktop?

What application should do the alerting? Does this application allow configuration to start an application when something happens?

I just need something that maybe pops up a to do list everyday..like a notepad file

then put your tasks in a tasks.txt and add an entry to the Windows Scheduler to open that file at a certain time, or x hours or whatever you want.

that will open that filename every time you specify.
