Task bar not hidden.

When I access the internet the task bar in now in front of the screen instead of being hidden.
Viewing a video the video controls are hidden by the task bar.
Can someone please explain how to sort this problem out?
 
I have the same problem. I have found a workaround so it doesnt bother me too much but have no idea how to fix it.

The workaround for me is to click the taskbar so that it gets focus and then refocus the video. Usually my taskbar then goes behind the video.

Edit: This is on Windows 7 Ultimate
 
I have that on my laptop at home, but not on my desktop, which I find very weird.

The most obvious differences:
- Laptop: Normal HDD, Integrated Graphics(Intel Crap), Windows 10 Home Edition
- Desktop: SSD, Dedicated GPU (GTX 980), Windows 10 Professional

EDIT: I have to restart the laptop to fix it.
 
In task bar properties I selected "hide task bar" That now hides it, by moving mouse curser to bottom of the screen it pops up.
