So what's the correct procedure to follow regarding tax compliance if you work for a company (paying PAYE) and also do some freelance work on the side?

Is it best to register your freelance work as a business and apply for turnover tax or calculate the tax yourself when submitting the return disclosing it as additional income in your annual return?
 
Easiest is as a sole proprietor:

1. Register for provisional tax because you have multiple sources of income
2. Pay in Feb & Aug for combined income less PAYE paid
3. Declare another source of income on your return
