Cape Town The Treasury has explained to parliament's standing committee on finance that it is sticking to its intention to hit gas-guzzling private cars with a "carbon tax", despite protests from the motor industry over the inclusion of double cabs and small bakkies as passenger vehicles in the proposed vehicle CO2 emissions tax net.

The industry argues that these vehicles are classified as light commercial vehicles which should be excluded from the CO2 vehicle emissions tax. In addition, the industry says that emissions data for light commercial vehicles are not available.

However the Treasury said on Tuesday that it has always intended to include double cab vehicles in the first phase of the implementation of the CO2 vehicle emissions tax. This is in line with the intent of the VAT Act and the fact that double cabs are mainly used as passenger vehicles.

"Including double cabs in the CO2 vehicle emissions tax net is also in line with the original intent of this proposed tax: the taxation high engine capacity vehicles to discourage the use of vehicles are not fuel efficient and encourage the shift to the more fuel efficient ones," the Treasury said.

It added that since single cab and double cab vehicles have similar engine sizes, these two categories of vehicles should be treated the same for the purpose of the vehicle CO2 emissions tax.

The CO2 vehicle emissions tax will be collected and paid over to the South African Revenue Services by the vehicle manufactures and /or importers. A part (or all) of the CO2 vehicle emissions tax is thus likely to be built into the price the manufacturer or importer charges their clients.

"It will be good practice," the Treasury suggests, "if dealers could reflect on the invoices to their clients the CO2 emissions of each vehicle and the estimated total CO2 emissions tax."

...I still reckon they need to think of a way to impose an ongoing tax for the use of such vehicles....

Maybe and also only if you plan to keep it forever. When you try and sell it in 3 years time they will find a way to impose that tax on the sale as well!

Remember it is not only double cabs getting an emissions tax but all high emission cars.

....the UK must be needing to pay for their Olympic stadiums :

Vehicle tax rates for cars registered on or after 1 March 2001 are split into 13 bands depending on CO2 emissions. The amount you'll pay depends on which band your car is in. The lower a car’s emissions, the lower the vehicle tax payable on it.

Would not surprise me, remember this tax will be passed onto us, just another way to pay for the stadiums. I think we are all in for a surprise ito how we will be paying through our @$$ for this world cup, as awesome as it was, im sure once it hits us we may be asking if it was worth it.

I always find these arguments rather peculiar.... the insinuation always seems to be that if you cannot eliminate the use of fossil fuels altogether then nothing should be done at all. I have seen it used in many arguments (if you cannot eliminate all major crimes then why bother focussing on lesser crimes for example). Strange.

Oh good, so I won't have to pay anything towards the world cup as I choose not to drive around in a Hummer, or a 4x4 that has never seen dirt, or a double cab that is never used to carry anything more than my kids.....

...well they would need more money as they would now have to pay emissions tax on those luxury vehicles!

South Africa is not the first country to impose this sort of tax.

Way I see it the logic behind this can be explained with this example...
You are in a car accident, the paramedic arrives, and he goes right ahead and disinfects the graze on your knee and puts a plaster on it before focusing on the fact that one of your arms has been ripped off and blood is gushing out there.

We not saying dont do anything. Just that it needs to be done in proportion. It is pointless the police only focusing on purse snatchers. Sure crime will go down, but purse snatchers are not the reason we have 6 foot high walls with electric fencing and burglar bars on our houses. Focus on the worst of the problem first, and once you have that sorted out then go after the smaller less important remaining ones.

On that note however I hope they leave eskom alone. My electricity is already expensive enough thank you.

Bingo! Yet another double-tax on consumers. The government already taxes our fuel, and charges VAT and Income Tax and now Emmissions Tax. Not to mention that it gets tax from Telkom dividends and also collects dividends on the obscene profits Telkom makes at our expense. Double-tax everywhere you look, and the government can't seem to fund anything other than its own fat cats? My word, how do they still manage to make it FAIL???

...and with that sentence you sum up the problem in this country. We all want, want, want but we are not interested if it is going to detrimentally affect us directly.
