The Gauteng Transport department says its currently only consulting with those affected by the new bus rapid transit project.
It follows threats by taxi associations to disrupt commuting if the department does not engage with them about the project.
The initiative forms part of Government efforts to improve the transport system ahead of the 2010 soccer world cup.
But operators say this will result in dwindling commuter numbers for them.
The Department's Bob Stanway says not all operators are affected at this stage.
