Speeding isnt always the problem. Its the ****ty driving habits.. The lane switching, stopping all over, hooting and thats just the part the effects other drivers. They often have horrible attitudes to the passengers.

A 'thinking out the box' option would be to have mystery passengers.

So lets say you have 250 taxi's. 5 mystery passengers, they travel, monitor and record 10 taxi's a day, and ticking off each taxi from a list. Within a week you'll have ample evidence of the guilty drivers and leave it up to the taxi boss to discipline them?

Less hardware to worry about, and drivers will never know when they are recorded.

+1 for suggestion above. There are companies in SA that hire undercover staff.
Having covert equipment poses 2 problems:
1. The legality of info gained through this type of collection.
2. After the FIRST driver gets bust the word will spread that somethings up and all your equipment will end up at cash converters quicker than you can say F*****ing TAXI.!

As long as the camera can only see the driver! No need to further increase the surveillance of the travelling populace just because the drivers are cr@p.

@OP,

walk away....

the taxi bosses need to inform their staff that they are being monitored or else their drivers can take them to court/ccma.

Somehow I don't think the countries' laws and regulations applies in this case.
