Had voicemail left for me by sentech to download tcp/iq which I did, and runing the test the first time I apparently am getting:

Download speed 124.70 KBits/sec or 15.59 KBytes/sec

Now is this because of sentechs 40sec bursting of good speed that cloaks their real speed, because downloading the program it only ran at about 5KB

and another speed test at toast.net of a 1.3 meg file shows speed of

well regardless of tests right now I am downloading something at 4.7Kb from an international server. This happens with all my international downloads and others
seem to be suffering from the same bandwidth restrictions.

I have email reffering to the shaping/throtling/capping being a problem that they are investigating and working on. So far no solutions have been forthcoming so I agree with the [consipracy].
 
The past few days have sucked. I've been trying to work, not even downloading, and I'm getting between 60 - 90kbit/sec. But when Im sleeping, the damn connection jumps which then skews the whole test. Whats the point of having a workable connection from 2am - 7am when you not needing it
 
They might be working on something because my download speeds have been all over the place of late. I've had bursts over 20KBps (at the start), sustained periods at more than 10KBps, had it settling down to the more mundane and expected 4-6KBps range and at times slowing down to <1KBps. These are international downloads on MW 128.

But, the throttle is still in place 8-(
 
Maybe when Sentech does their measurements they're in a pool with 0 other users, when everyone else ins in a different pool with 29 other users.

That's how their sales guy tried to explain it to me.
