Tech Q: Usage measurement

Where is the usage accounting performed? Is it done by Telkom on the ATM network? Does the ISP have a role in the usage measurement?

I have setup SNMP/MRTG based monitoring of my ADSL modem/router and am measuring less than what appears on the usage page... ?!?!
 
The SNMP/MRTG implementations found in home ADSL gear is notoriously poor and faulty ... unless you are using a Cisco I would not put much faith in what those things produce.

My understanding is that Telkom either bulk charges the ISP who do their own authentication (have their own Radius servers) or some simply resell the standard SAIX accounts and leave it up to Telkom to enforce the cap.

The ISP's like TelkomInternet who do their own authentication depending on their subscriber numbers can thus get "creative" with their caps and spread the "unused" cap from the light users over to their heavy users.
