I did some test lastnight and the DRC the router is requesting from the tower is 1.2mb/s how does this work.

Thats the max packet flow rate from the tower - essentially the maximum speed possible for the current signal strength.

Basically the device will try sync at a speed , when it cant get that speed it will try a lower speed untill it finds one it can connect at
