A 13-year-old girl was run over while attempting to avoid being attacked by two Pitbulls on Lotus Road in Temple Valley - KZN. Members of Reaction Unit South Africa (RUSA) were called out to the scene. On arrival, Reaction Officers were informed that the teen is a resident of Newcastle - KZN and

A 13-year-old girl was run over while attempting to avoid being attacked by two Pitbulls on Lotus Road in Temple Valley - KZN.

Members of Reaction Unit South Africa (RUSA) were called out to the scene.

On arrival, Reaction Officers were informed that the teen is a resident of Newcastle - KZN and was holidaying with family in Verulam - KZN.

She was returning from a tuck shop and was confronted by two Pitbulls as she approached her aunt’s home.

Residents informed Reaction Officers that the dogs were regularly seen walking around the area but their owners were unknown. It was alleged that other pedestrians were also attacked in the past but this could not be confirmed.

This one is on the municipality. Animal control is one of the duties of municipalities. Roaming dogs must be picked up off the street or shot if they cannot be caught.

We're in SA, there is no functioning government sadly. Those dogs should've been picked up, cause who's to say they even have owners.

Sure, but one can assume that the dogs are owned by humans, who would presumably be classified as moral agents. The responsibility for this sits squarely with them.

If the dogs were strays you might have a point, but there is no indication of that being the case.
