I realise you are joking there, but it does bring up an interesting point about abuse.

It is certainly abuse if you use 1meg of bandwidth to run an attack on a bank server - and it is not (should not be) abuse to use 20GB a day to transfer mission critical data between remote offices.

If I get your drift? Not if you have a choice, Fact that Telkommonopoly is only choice for a necessary service makes it in my view abuse and fact that they are government protected makes it fraud IMHO
