Telefunken LED TV

My TV went black.
The red LED next to power switch is glowing faintly.
I have tested the power board.
Hi-Voltage side measures fine.
All other Voltages do not register.
Could it be that PS is locked in standby?

How to measure for this fault?

Telefunken tv is very poor quality. U should not buy it
