Telkom 10MB Uncapped ADSL - Line Problems | Advice Needed

Good Day Fellow Tech lovers

I'm new to the whole ADSL and wireless in the home thing..

My Story:
4 months ago, i had Telkom "install" a 2 MB ADSL line at my residents in Milnerton CPT (Sanddrift East)
A month after that i was informed by a Telkom Tech that i can now receive 4MB in my area and that i am within the allowed distance from the Exchange (my distance @ 2.8km from nearest Exchange)

within a month, I was not impressed with the speed, so i did some more digging and found that my area can now handle 10MB.

I've done the upgrade with Telkom, however my speed is between 3MB - 4.5MB (download) on a good day.

I had the Telkom Tech out to investigate and he cant find any issues.
I do not have any devices streaming or any heavy activity on my line. The line is also not throttled as confirmed by Telkom.

Any advice?

Would moving to another ISP solve my problem?

I'm a bit confused you are you saying you can download at 4 megs a second on a 10 meg line (this is impossible I think 1.2megs is max)

or

Are you saying your line is syncing at 3-4.5megs per second (a port reset may help but print screen you SNR and attenuation and post on the forums)

Are you meaning you can only download at 3-4.5 KB/S (if you are on a uncapped product this will happen between 7am and 12pm because it isn't uncapped and capped products are better)

I'll do so. I was less than 1meter away from the Router which is plugged in direct to the Telkom line. No extensions or anything funny.
