Telkom 30 day install time?

I found some old threads indicating you could complain to ICASA if Telkom took more than 30 days to install a new DSL line. I've been waiting almost 30 days now and Telkom have done absolutely nothing, does anyone know more about this 30-day rule? Does it still exist and where can I find out more info? Or should I try ask ICASA?
 
I emailed ICASA, and so far received the following response:

In terms of ADSL Regulations, Telkom is required to install the service
within 30 days only for customers who qualifies for the service.
If you stay in a place where there are exchanges that can provide the
service, then Telkom is required to install within the timeframes
stipulated in the regulations

I'm at about 40 days now and no progress from Telkom. I know the exchange here does support ADSL and I know I live close enough to it.

*Edit* submitted a complaint to ICASA a few days ago and still nothing from either Telkom (now over 45 days) or ICASA :/

Sorry to reply to own post but just a status update (as I presume others might be interested if ICASA is of any use in enforcing the 30-day install limit): It's been 48 days and still nothing from Telkom, and also no response from ICASA at all (it's been over 4 full workdays) on my Telkom complaint. This is becoming farcical - who do I report ICASA to? National service delivery hotline or something? I'm now trying to follow up with ICASA to find out if they've actually done anything at all.

*Edit* Telkom finally just came and installed the line after almost 50 days. However, not because of ICASA. Several attempts to follow up with ICASA on my complaint went ignored. End conclusion, both Telkom and ICASA are useless.
