Telkom ADSL line reactivation

Hi, I'm trying to get an ADSL connection from WebAfrica for my house. I phoned them and they said I first needed to 'reactivate' my Telkom line. So I tried phoning and emailing Telkom but I haven't got anything back from them. Is there anything I can do? Does anyone know if it's a once off fee to reactivate?
