Telkom's response to this article is technically correct.
Unfortunately it is also true that Spamcop.net is useless in South Africa because the relay SMTP servers Telkom offers to bypass this often blocked by them.
http://www.spamcop.net/w3m?action=blcheck&ip=196.25.240.77 gives the log of such an event where Telkom ADSL (and dial-up users) mail would be refused by servers using the Spamcop.net service.
