Telkom and Mweb Problems

I have been having constant problems with my ADSL line since last year July.

At 1st my line was with Telkom and I only had an uncapped account with Mweb.

Every time it rains my line dies and does not want to sync anymore or is horribly unstable for the next few days.
In the winter this isn't a problem but currently with it being summer my line is unusable for almost 4 days a week.

I tried reporting and escalating this issue with telkom for months without it ever getting resolved.

Then I decided to move my line over to Mweb in the hope that they can try and sort it out.
But after many complaints and calls the guy from Mweb is now recommending me to move to an alternative broadband service like 3g.

What can I do to try and sort this?
I am really getting tired of having to report this and nothing ever gets resolved.
