Telkom at it again - ISPA

Despite number portability launching in South Africa in 2006, non-geographic number portability is still being delayed by Telkom, said ISPA.

The Internet Service Provider's Association (ISPA) has drawn attention to the delay in rolling out this functionality, stating that it is impossible to port non-geographic numbers with prefixes such as 0800 and 0860 due to Telkom stalling the process.
 
If our regulators where worth anything this would not be an issue. Telkom (MNOs) control the regulators.

What did ICASA say when you contacted them for a comment?
 
Just like they stalled LLU to the point it now no longer matters.

Am I missing something here? ICASA is the regulator. Surely they can enforce a deadline on Telkom to do this?
Erm, it's ICASA. 'Nuff said.
 
How do yo port special service numbers, I don't think it's possible to port all of them. Even in countries with multiple telcos some numbers are not ported and each telco has it's own numbers.

0800 89 & 99 for example are for international services.

Then the issue with a consumer & billing, person thinks it's a telkom number & the rate is x but now they're paying y.
