Telkom Bad Assistance,Please Help

I had a telkom 4mb adsl like for 3 years and now recently let's say from a year ago it goes over slow cuts of doesn't work fast enough etc so recently I planned an upgrade for a 10mb I phoned telkom etc(blah blah...they said I am to far from the exchange)I then asked for an 8mb line....they gave me an 8mb line(Technical Department Said This) but then the accounts department etc was saying it was a 4mb line still and they didn't want to upgrade the account details...so I then told them downgrade it to a 4 and check with technical department why and it must link up....my problem is instead of me getting like 3.96mb throughout the time I get like 0.07 0.09 at times and then I have to restart my router it isn't my router because I bought like 5 to fix this issue,if any one can help me I with really appreciate it
