Telkom blocking streaming

Hello, I've been having problems with my internet for the past few weeks it's been up and down not working then working. When i do a speed test when it's down I get a download speed of 1.6mb and the upload fails pings over 100 sometimes 1000, when it is up then I get 3.5mb and upload 0.06-0.1 could you please give me ideas on what is causing this? And I would like to know if they can block sites from steaming, because when I stream YouTube I have no problem when the line is up but other sites give problems I can can stream YouTube in 1080p without a problem but sites like fmovies in 360p give problems. Any help will be much appreciated. Btw I've phoned Telkom and my ISP (vox) and they can't give me a straight answer. I have also spoke to people in my are and they are having the same problem. Could Telkom be doing this on purpose because they want my are to move over to the LTE routers?

Telkom is not blocking anything I use telkom to stream,It is probably the site that is giving problems.
 
But it's not the only site that does that and I stream from my mobile internet just fine..

Those sites are streaming torrents, so same rules applies as downloading ( network traffic prioritization ).. also it is your ISP.

I'm on Telkom ADSL and have them as an ISP and have no issue with streaming - are you sure VOX isn't the ones causing the issue?. there are too many variables like what ISP your neighbors are on or realy how bad the lines in your area are etc
Why would Telkom want your (I assume you mean) Area to move to LTE who gave you this impresion?

They are taking out all the lines in the area and moving us to digital ... Some of the people on my are already got phone that use some cards and b315 routers ...

don't be that conspiracy theorist.
i don't think they would remove the lines more like not replacing them, they doing this in a few areas the lines are stolen or damaged , and their is fiber or LTE in the area so instead of wasting time and money replacing the old copper cables they try and get their subscribers over to fibre or LTE at similar costs those with phone lines only, get a FLLA (fixed line look alike) mobile phone with the same rental and costs as the old land line.
Telkom tries to be a decent company sometimes this is a good thing, though their implementation needs a bit of work. they won't purposefully degrade your traffic.

But they aren't giving FLLA, they are charging even more for the LTE with less GB and there is no fibre scheduled for my area...

the phones that got cards, you mean phones with sim cards that is FLLA

which area are you in?
 
Been having same issue since I began streaming. Been through a couple of those sites. Initially it'll stream perfectly for a couple of weeks, then it begins buffering every 15 seconds. Then I move on to new site.

@xodosman123, think I'll try a van. Any suggestions?
