Telkom call charges?

I've been battling to find the current Telkom call charges. On Telkom's own website, they have a section on tariffs, but I can't believe the numbers are right:

I'm looking at the section A1.6.1 Automatic calls to Neotel, MTN and Vodacom other licenced operators(Contd.)

It suggests that peak-time calls to cellphones are billed at R0.01089 per second (incl VAT), which translates to 65.35c per minute. Can this be so? Everything else I've found suggests it's R1.89 per minute from a Telkom line to cellphones, and Telkom's own "Tariff calculator (https://secureapp.telkom.co.za/calculator/displayCurrentTariffCalculator.htm) suggests it's R1.40 per minute.

What am I missing here??

Thanks... so it is indeed R1.40 per minute... but that document is so confusing... what was I looking at, on page 22 at the bottom "A1.6.1 Automatic calls to Neotel, MTN and Vodacom other licenced operators"?? And where do you find the costs to Telkom phones?
