telkom cap local too

When telkom caps me, their are certain sites [news24] that I cannot open. flagfox does say these sites are local.
Who or how does telkom choose local. do they no what it means.
 
Telkom and Mweb (on whose network News24 resides) do not peer locally. Telkom believes in charging for the same traffic umpteen times over their network. Line charges, ADSL charges, IP Connect charges, and also transit charges. So traffic gets diverted via international instead. This is far more inconvenient to Telkom clients than it is to MWeb clients. Time for them to eat humble pie and peer openly with Mweb.

Yet mweb.co.za loads normally? Odd.
 
Run tracert on the different sites, and it should indicate which route (local or international) is being used for each.

Posting the results here would be interesting too...
