telkom charge for unnecessary call out

So after 2 months of unstable/slow internet on my home adsl 10Mbps line I decided to cancel my Telkom subscription.
The friendly telkom lady calls me to ask why I want to cancel. She asks if she could send someone to my house (again) to try to fix the problem. The technician came to my home the next day but could not find any problems ,except for slow download speed of less than 1Mbps. He says he will try to do a software "recreation" of the line at the box in my neighbourhood and to my amazement the line is now at full speed and stable up till now, a week later.
Yesterday I got this account from Telkom for "Unnecessary call out costs" WTF ??

Definitely very irregular. Call the accounts department and log a dispute. They will give you a dispute reference number. If all is in order they will credit your account.

Had similar issue once, logged a dispute, got ignored, no refund. Ended up fixing line myself :(

I have a problem in principle with this take on things by any company. If the fault is clearcut and straightforward, yes, it make sense.
If the fault however is not straight forward, even if its simple thing when found, the company is certainly the expert rather than you the subsriber, and has the muscle and expertise and test equipment, and should take the lead and effort to help you out. If done right this should happen sporadic and not being an everyday thing. You the subcriber is in the 1st place not the provider or initiater of the product and its many complexcities.
