Telkom do Broadband painfully slow

So I've got a do broadband package from telkom (for about 5 years now) however the speeds are insanely slow, however when I dial PPOE connection from my PC using axxess uncapped the speed is fine. Also when I go into the router and disconnect and reconnect the telkom cap the speed returns to normal. Any ideas what may cause this, faulty router or is it a telkom problem? This has been happening for quite a while now.
