Telkom Internet problems

Hi

About 2 months ago I got a 4Mbps uncapped ADSL line installed at my home. For the first month my speed was exceptional; I got avg. ping of 80ms, download speed of 2.8Mbps and upload of 0.3Mbps with up to 5 devices connected to the internet(including my pc) but the start of this month everything changed. In the recent month my internet dived to an avg. of 200ms ping, download speeds of 0.8Mbps and upload of 0.05Mbps. This always happens after 17:00. When I try to play CSGO I get ping of +300ms and it spikes up to 3000ms while other players get around 80ms; Payday 2 troughs me out of the game everytime I try to join a heist. I tried downloading a update for my GPU of 370mb and Chrome told me it would take anywhere from 11h to 19h; after 20min it had only downloaded 30mb of the update. I've also only used 50gb on my account.

I've tried the following to no avail:
Swapped my router with a mates TP Link D9(normal router TP link W8970)
Replaced Ethernet and telephone cables
Logged Faults with Telkom ending in them resetting my ports and nothing changing. They also told me that would send out a technician but no one came and its been two weeks later.
Taken all other devices on my wifi off
Updating all drivers and doing all updates
Clean install of windows
Disabled Windows update through services
Checked if apps are hogging data in the background with glasswire

So you say it is ok during the day, only after 5 bad. To me this means telkom's pipe is not big enough. They simply needs to upgrade their system, to handle all the people. And there fine print reads, "up to", so they are okay.

The problem is even my friends with the same line in my city are getting better ping. download and upload speeds. The guy I talked to over the phone told me that the avg. for a 4Mbps line should be 2.8Mbps; my avg. of 0.8Mbps is far from that, he also told me they had found a fault on my line that's why the technician that never showed up was dispatched to my residence.

Since I do not know which area you're in, I'm going to suspect that its a very built up area, a client in bedfordview (thank god is now about to get fibre) had the exact issue you have, we then found out that bedfordview has 8 different exchanges, they can move your port to another exchange that is less congested, this is especially true since you mentioned your friends getting better in the same area.
