Telkom ISP ADSL unusable

The past couple of days has seen my latency go through the roof, e.g. up to 800ms, and my 4Mbps line speeds very slow, both down & up

I live in Swellendam, and the server I usually test to is the Telkom SAIX in Cape Town. I've read about the seacom problems, but is there anything else that could be causing the high latency, and slow UL & DL speeds?
 
I just hope Telkom will solve whatever issue they are experiencing. I have issues with my torrents being completely dead...also huge latency.
 
I am in Bonnie Doon, East London-------------same problem!

Is it possible that Telkom has not paid their account from International Vendors??

Same thing here. Both local and international.

BUT.

Between 1AM and 7AM the line is flawless.

A buddy said that A Telkom tech straight up told his this is because of line upgrades and especially because Telkom is prioritising bussines lines on the exchanges. They can't handle it so they have to screw over residential lines to keep the business lines working optimally. Given the anecdotal evidence here I think it's safe to say that's exactly what's going on.
