Telkom ISP - high ping / low speeds

Trying to skype my grandparents (They've got a 4mbps line and are with Telkom ISP)... Can't see them, they're super blurry.. Skyped my brother who lives just around the block from my grandparents, also on a 4mbps line, but with Mweb, but I can see him perfectly..

So I guess Telkom must be having some ****..
