Telkom landline porting failure

Hi,

My work is in the process of moving to new offices, and according to our IT department Telkom cannot port from our old Telkom line to the new telkom line, because "the numbers are on different exchanges".

Can somebody please confirm if this can be technically correct? Isn't all telkom land line numbers supposed to be portable?
