Am I able to get a brand new line with a phone number + ADSL that I only pay per annum or the Prepaid Line as most people call it.

Basically what I want to do is bring a new line into my house that has a new number and ADSL on a prepaid plan.

No, you cannot get ADSL on a prepaid voice line.
