Telkom line speeds?

I'm sure this has been spoken about before, but I've not found the threads and with speed upgrades coming up I was wondering what the idea behind the Telkom line speeds is. Why are there 384k, 512k and 4Mb line speeds? Why don't they just start at 512k, then 1Mb and then 4Mb? When they upgrade to 8Mb, shouldn't they should start at 1Mb, then 4Mb then 8Mb speed options? Any ideas why they do it this way?

I think that's gonna happen. 384 - 1; 512 - 4; 4 - 8.
