Telkom Lines in Complex

The situation is this. The complex I live in used to be controlled by Vodacom Gated services. They installed lines running to each unit. The contract with VGS was bought out meaning residents can apply for Telkom lines. According to the body corporate there is no space left in the conduit so no Telkom lines can actually be installed.

My question is how do these complex cabling systems usually work? If Telkom can get as far as the hub where VGS converged their cables, Im imagining a box somewhere on the propoerty, surely they can connect to the cables already running to my unit?

Unless VC does not own the cables and you don't have any other data traversing those cables I don't see why not.
 
thanks, lines are not owned by VC anymore so we could 'patch' in if technically possible
