As for the upgrading option. You can add all the infrastructure you want. There's still no way you're going to deliver more than xMbps/MHz.
In which case LTE is a fringe / closed / limited / limiting technology ?
I rather suspect NOT.

Thread Update !! :

Backoffice called me this morning to hear if the case was resolved... My reply was : Is this a joke apologies but NO.
I requested If I may record the conversation, he gladly did not have an issue it should not be a problem as they keep call logs too.

Please not my case numbers : 7819000 -17930294 - 18382926 - 18454418 - 18752229 - 18454418 - 18912068. [ In Order as reported ].
Case : 18382926 was Reported 18 Feb 2016 : They were supposed to dispatch a Tech to come check whats happening and test [ This Never Happened ].

So I confirmed once again what the issue is as the backoffice guy don't want to mention names as its not his fault.
Stated there is NO congestion on the tower and have enough bandwidth as there are not may LTE users in the area / using the tower.
Then stated he would have a tech dispatched which I responded : there was supposed to be a tech out 3 months ago which never happened and was skeptical it would happen.
I asked the reason for the Tech to come out and was told it it was to test signal and location, I responded that I have logs of all signals kept I can forward if needed.
He said it would not help it has to come from the tech they send out or cannot be validated even though have screenshots I gladly agreed if it would get the matter sorted.
He confirmed my FUP was on 1Mb and have not used much bandwidth as it is only the 3rd. although he can see that normal bandwidth is being throttled down. he could
not tell me why he had to get confirmation from the systems techs working on that specific tower [ 2816514 ]. he confirmed I am not abusing bandwidth and everything
seems good on the account except for the throttling / shaping taking place. note I did request if I can use the call for records which I will be submitting at the end of the
month to Icasa if it is not rectified by then. he had no problem with this as he said is seem it might be a routing or configuration issue. He said he would call back this
afternoon if he gets feedback form the tower techs. I assume he did not as he never called back or the fault was reported closed as usual but will keep you updated on
what is happening.

You obviously not going to get answers from Telkom they are just that kind of company. You are not happy with the product and have reported it many times maybe your should start focusing you attention at getting it cancelled and returning the hardware?

On what grounds can I cancel my contract without worrying about penalty fees?

Well I would guess one can argue poor performance and continouse cases that has been logged I''m sure after a lot of pressure Telkom could give in.... I had a Cellc contract after many coverage complaints and the technician came out and confirmed poor coverage they offered to cancel my contract no questions asked or any penalties just needed to return the device as is and they will cancel the contract.

I would assume Telkom would do the same if you have exausted all options to prove their network is at fault. Complaining that you now getting 20Mbps instead of 80Mbps for example would probably not work....

well to my surprise this morning am actually sitting @ home still testing but they have definitely done something : http://www.speedtest.net/my-result/5299169486 Ive noticed the router drop signal now 3-4 times and pretty much consistent results. remember due to my shaper countering buffer bloat you wont see this on the speed test only on my firewall running the trafffic but its showing me 37 - 47 mb if it will stabilize 50 without extreme high latency I will be happy

Download: 7.18Mbps
Upload: 3.77Mbps

Ok forget best effort service and crap like that do yourself a favor and call in to the call center and ask the help desk if your speed is being throttled down
100% guaranteed they will tell you it is and dont know why. that's the argument not point 12 as stated towers are not congested well this is in my case
the back office techs and antennae installation techs have confirmed this. its not at all like dsl doesn't even get monitored the same way as stated not
a heavy downloaded as confirmed by the social media team and help desk have not met thresholds is so its not being mentioned. the service is worse
than my spelling so don't worry about it im sure you can make out what im talking about. as stated these are old servers how much storage could you possibly
cram into a microserver and the be dl140 is only being used to test vm's as stated. I applied for the LTE service as it seemed better that the crap dsl in the area
as can be said from numerous users in the area who are struggling all im trying to do is rectify the situation and have always tried to make little of no impact
on the networks as stated downloading between 1:00 and 4:00 as not to have others suffer in this way.

You do know that there is 50GB FUP on P2P and nntp ... Telkom changed the T&C's

what u need to do is.. get yourself a seedbox and a vpn... download to your seedbox all your torrents and download from your seedbox via http using your vpn.. this is the best advise u will get!!!

Im not acctually surprised its Telkom's stupid tactics that are surprising. they deserve to rot. 1 years poor experience 10 techs 200mb tower upgrade and still stuck at 10mb
and no answers they will and allways will remain pathetic and useless.
