Telkom Noise, High Sync Rate with Low DL speed

I had my 4Mbps ADSL since about 2008
At one time I synced at 4096 with download speeds of above 3.8mbps 450-600 kilobytes/sec.

Since beginning Feb, I had the same 3.5Mbps/s Sync rate but a speedtest (saix) of DL/UL = 0.2Mpbs/0.43mbps

reporting it every day and having my fault "cleared" with conditions the same had me try everything. My line pair got swapped out 3 times. They tell me that they changed my ports.

And over the weekend I discovered something fascinating.
I got the Help Desk to try set my port at various speeds- 3Mbps, 2Mbps, 1Mbps

Under all line speeds my conditions and performance is consistently the same.
SOOOO

I swap my Linksys router with my Netgear
And tested with my current sync rate of 3Mbps (Line still set to 4Mbps at telkom)

I upped my SNR margin on the Router OS by 243%
and my router syncs at 1.7Mbps
and I get a CLEAN 1.5mbps download on speedtest,

Called the Telkom Help Desk. Had them set my line to 3Mbps and then to 2Mbps
And conditions are consistent across all speeds.
I sync at 2.9mbps and get 0.18mbps download speed
I sync at 2048 and get 0.06Mbps download speed

I INCREASE my router SNR tolerance and I get 1.5Mbps every time no matter what Telkom sets my port to.

*** speeds, Good sync rate.
Until I increase the SNR Margin on my router.....

So I am thinking , telkom is sending a 1.5mpbs bandwidth and pads it up to 2/3/4Mb with junk. To cheat us out of bandwidth they sell elsewhere. I am most likely to be wrong in my assumption. But I should not have to manipulate my own noise margin in order to get a usable ADSL line.

I get told ad nauseum that my attenuation is high and my SNR is low.. Basically calling me a liar to my face, when I say I enjoyed 3.7mps+ syncrates for years with a MATCHING download speed.

SO, I am not sure if its ok to post my list of fault refs here. So I wont.

This does not seem like an accidental occurrence to me.

I must add all tests done on
Afrihost 15Gb
Afrihost uncapped
4x seperate telkom accounts
1x Plugg account.

Conditions consistent regardless of ISP account.
