 I would like to find out if there are many more with the same experience:

Telkom provide an ADSL line with connectivity managed through a 3rd Party (Web Africa / Afrihost.... etc.).

You pay for the 10MBS line but get nothing greater than 8.5MBS at very best.

Would like to propose performance based payment: 10MBS = 100% payment; 8.5MBS = 85% payment; 5.0MBS = 50% payment (you get the picture...)

So, what are your thoughts / comments?

Sounds about right  wrt the payment system you proposed, I reckon that's why we have 2/4/10Mbps options.

Haha very funny OP this subject has been kicked to death many times .
If you are to far from the exchange that is it unless you downgrade to 4 meg then you will get your moneys worth .
10 meg is up to 10 meg they do not guarantee any speeds.
Hopefully there is a MSAN/ISAM coming to your area soon then you should get your full 10 meg.

My thoughts are that you don't know anything about ADSL/TCPIP overheads.

Read this:

There's an overhead on the line, 8.5mb sounds like you're hitting max speed on a 10mb. You don't get 10mb with 10mb
