Telkom shaped international FTP webspace?

Have overseas webspace, created an ftp account for a family member.
Cannot upload anything bigger than a notepad text file to it through windows explorer as it just times out. Seems shapd or throttled?? Anyway of verifying this?
Contacted live support, all persmission are correct and functional for the ftp user and tested. So its a transfer issue. Any settings in explorer that will block this, turned all firewalls off completely during the testing.
Downloading is fine from the ftp, just upload issues.

Have you tried using a proper ftp client - something other than IE?

Try changing the FTP setting from "active transfer" to "passive transfer" and vice versa - it normally does the trick.

The setting should be somewhere in your FTP program.
