See if you can form some sort of a "local concerned citizens group"
Sign up one of these "Legal-Expert" type things that are advertised on TV
Pool some cash and buy a bunch of Telkom shares -- they cheep now
Investigate what your legal options are in terns of rights as paid up shareholders and as an active group within your municipality.
I am NOT any kind of legal expert but I am pretty sure there ARE ways to COMPEL Telkom to come to the party.
You just have to be persistent and determined...........
