I've got a 4mb uncapped line - speedtest shows 3.6mb at JHB and 3.2mb international, so there is nothing wrong with the line.

As per other thread, it seems Telkom throttle torrents (I've been waiting for a 37GB T shows since 26 Dec and I'm not even 50% though - so in the end 2+ months on my 4MB line) - but it seems they're doing it with streaming sites like Youtube, Liveleak etc too?

Aside from standard browsing, seems you can't do too much else with it.

I want to find out with the throttling, is it a percentage of line speed - or a rate specified?
So with streaming I may be going a 0.5mb speed on my 4mb - but if I drop to 2mb, will I still get 0.5mb or half of that?

What would the reason be?

I'm getting 3.5Mb International speeds on my 10Mb Afrihost Business line. That's the best i've seen in a while. I've been typically getting 2Mb recently and on bad days, 1Mb. Local is typically 8.5 Mb. Youtube runs ok with certain videos buffering badly while other videos play perfectly fine. I'm not sure if it's a problem on my end or if it's a Telkom issue or a Afrihost issue. My international speeds of 3.5Mb is exactly the same as the speeds I got when I was on a mweb 4Mb line.

Reading through the various threads on this forum, it seems as if ADSL is really a hit and miss service. I know Telkom claim that ADSL is a "best effort" service but i'm not so sure if their best effort is really their best.
 
Why would certain videos run and others can't?
How is the first link for you?

I have no idea why certain videos struggle to stream properly. Those two links you posted stream perfectly fine on 1080.
 
Sometimes I think Telscum gets a 'handshake' under the table from 'NoChoice' to throttle torrents and several possible links which could be regarded as TV intertainment :)
Every now and then, I get throttled so bad, nothing flows properly, day and night and I don't think it's the ISP's.

It has to do with caching. Some videos will be cached on local servers while others will not, when a video is popular it normally resides on local servers or when you request a video that isn't cached it will also be cached. This is why the first the video is played it is slow but when you go back to it it plays fine.

TI services are undoubtedly shaped - but shaping and throttling a very different - according to network conditions

On an uncapped account you are probably experiencing the simple reality that the entire network is under quite a bit of pressure but my capped account seems fine and running torrents after hours seems to be no problem.

Don't confuse Telkom with MWEB.
 
youtube isn't that bad but I find other streaming services made unusable with the throttling. If we could just indicate what there throttling policy is then at least I can compare them with other ISPs.
