I think something has gone majorly wrong. I can't download anything, P2P and NNTP run at 1kb/s. Websites crawl and take forever to load.

My usage bar is red, but if I was being throttled, it should say so.

No, not idiots ... there must have been another issue, and this would be only one of two symptoms. In this event you should disconnect and reconnecting your pppoe session, and PM me details (username, current IP) if it persists.

Thanks for that but it's the 6th Jan and it's rained 4 times since this post so it's been reset 4 times because if it just sees clouds my adsl goes down for a few hours.
Can't wait for our fiber to be available.
