TelSCUM SMTP server acting up again...

Why can a large company like Telkom not appoint suitably qualified IT personnel to sort out their problems?
Whenever an e-mail is larger than 20kB or has a picture attachment the SMTP server disallows it. WTF?
Any qualified Telkom tech's in this forum with an intelligent answer?

It's a knee-jerk el-cheapo solution to stop spams...

They should invest in a proper antispam solution...

Or maybe their budget for IT expenditure has been slashed drastically after the few setbacks hellskommels've had recently... mmmm...
