Telstra unlocking iPhone 4

I would like to mention the fact that the Australian Cell Company, Telstra sells all their iPhone 4's locked to their network. They used to charge Aus$140 to unlock the phone for their clients travelling overseas ans wanting to use other Simms in their phones. This has now become a free service and works with a phone call, a reset and wallah!
I have tried this with a spare iPhone belonging to my grandson that was locked to Telstra. The system works like a charm. You have to have an active Telstra sim in the phone for the unlocking process to take place.
BTW: I am in Aus at the moment.

I have an IPhone 4 from my uncle sitting in a draw in my office. Since I already have an unlocked and JB'en IP4 I haven't bothered setting up this one. His carrier was Optus in Oz, of course its throwing me 'emergency calls only' with an MTN sim in it. If I don't want to unlock it via fiddling and JB'ing could I just ask my uncle to phone Optus and have it unlocked OTA or when I plug it into Itunes?
