Is it allowed to have a boundary wall built around the house if it is currently tenanted? Or is it against the law?

Would come under property maintenance. Not illegal, but would normally be done after consultation with tenant.

It all depends.

Are you planning on leaving a way for them to get out?

Are the tenants Mexican?

:D

or Palestinians for that matter

Not sure of the bylaws in the area, but for KZN - over a certain height, I think its 1.2m one needs plans, and if its more than 5m away from the boundary, and less than 1.2m, then the property owner can do what he pleases.

I stand to be corrected of course .... I am not the expert in this area.

I did it a few years ago.

If it impacts their "enjoyment" of the property you may have to discount your rental for that period, but I wouldn't do so unless they object or raise it as a concern.

If you are the property owner then it's certainly not against the law, you are still the owner.
If I understand correctly your actual question is whether you are allowed to build while you have tenants in your house.
Yes you should be allowed depending on your contract with them, it should include maintenance and alterations to the property as the owner sees fit.

Propper thing to do will be to discuss your intentions with your tenants, ask them how they feel about it, tell them how and why the wall will be an advantage to them. Obviously they will have to deal with the actual construction around the house for a month or 2, the noise, dust etc.
