The quick and easy way would be to dot concrete pipe sections (only has to be 50cm diameter, maybe the same height) or large concrete plant pots along sections of road susceptible to this, 6 or 8 dotted along the edge of the pavement across the bridge would have prevented the majority of pedestrian injuries and given people something to get between them and a car if someone attempts. If they don't want maintenance just fill them with concrete.

No point sending them to Gitmo: last guy who was sent there for suspected links to terrorism came back after a few years, was paid out millions by the government as an apology, and ended up using it to fund his trip to Syria where he blew himself up in a car because, surprise-surprise, he was a ****ing terrorist all along. Don't need to be funding them, too, thanks.

And even with dual nationality, it's still up to the other country to accept him.

Almost all of these attacks if not all....the authorities had watched or were watching them at some stage
