Test Button on Circuit Breaker does nothing

I'm a renter, I do not own the flat I stay in. I recently noticed the lights flicker. I've been there seven years. Never happened before. Generally just looking at the DB board I realized the test button on the main circuit breaker does nothing when I press it. Why? And is this something I need to battle out with my landlord. Because believe me, it will be a battle.

Yes, do it before you or a loved one dies from electrocution, some people deal with an earth fault by bypassing the earth leakage, or the earth leakage is faulty.

Earth leakage sounds faulty and needs to be replaced. Flickering can be caused by a loose wire.
