Yes, you do need line of sight, but the pole the put the arial thingy on, is normally long enough. I don't know what equipment you can use, but I assume the techie that does the installation does have it...

The iPaq actually has no 'programs' installed on it. They just point to the WiMAX CPE's built in web management thingy. The same as you would to your ADSL router on for example, 192.168.0.1 or something.
If you using Telkom WiMax, goto
http://192.168.254.251
Username: installer
Password: installer
One of the menu's on there will show you the same interface that they access on the iPaq to view their signal strength. It refreshes every 5 seconds or so

He wants to test the signal before installation, so he can't use the web management thingy... He is still waiting for installation...

Without the Wimax Outdoor unit and the Indoor unit you have no "easy" way to check - added to that you need a Laptop or other web enabled device with lan port to check.

When they came to install my Wimax only one guy pitched up, so I helped him out.
They plug the PDA into the indoor unit, which is plugged into the CPE and they use IE on the PDA and enter http://192.168.254.251/homePC.htm and enter installer/installer. They go to the performance monitoring page and from that they test the signal.
As he moves the antenna around they check the signal strength. I'm my case his PDA packed up and I told him to make a long ethernet cable so I plugged it into my PC and I checked via Firefox.
