testing speeds between local sites

While capped, why is it that speeds differs vastly between different local sites? i.e. while in the capped pool, access to IS is Really fast, to mweb and at&t its extremely slow, even a traceroute from the
telkomadsl.co.za to www.myadsl.co.za reveals 20 router hops! [:(]

i got adsl Specifically for the claim: "even if you're capped, your local bandwidth will still be fast". This seems to be ONLY true if the "local" site is also on Saix.

i looked at http://www.ispmap.org.za/topmap.html and tried various speed tests to each one of the mentioned isps. some fast some slow,
i particularly need fast access to http://fares.travelonline.co.za
and for some reason this is dog slow from saix, but blazingly fast from IS and all other isps.

i have used ssh -D localport fastmachine.is.net to create a wormhole from the telkom slowsufferpool into company machine at IS, (this creates a local socks4 server and you can runsock squid to give local machines a proxy through the sock4-wormhole) and its fantastic, but
it should *not* be nessesary, ALL local sites *should* be fast, isnt that WHY they created the jinx point? does anyone have some network diagrams / routing tables / layouts of how the networks interconnect?

Dear 8-ball.. Will i have good comms to *all* local sites this weekend using my brandnew adsl line? [8] ... nooo ducktoe.. you will suffer!
(close your eyes and heaaaar your telko stock prices drop at the mention of the word "broadband"). dear big and powerfull telkom, please fix south africa. we need fast local bandwidth.
