tethering and our mobile operators

I'm looking to buy a couple of android phones specifically for the use of tethering a robot via wifi hotspot to the phone to use its 3G internet.

However, i'm not entirely sure what mobile operator would be best to go with. I won't be transferring much data. Also in South Africa do we have to pay additional charges for hotspot tethering on Android? Or can I just buy a prepaid sim and data bundle and away I go?
 
Would it not be cheaper to buy data modems?

Or otherwise buy R 205 mi-fi routers if you want to connect wirelessly ...

Probably better and cheaper ...

mi-fi is a possibility. Do I just buy a prepaid sim and buy data bundles?
 
You get a SIM card, load airtime, convert to required data bundle, and of you go ... , plug into mi-fi device, USB modem, phone being used as hotspot - whatever and you connect - enjoy whatever floats your boat - till data bundle is exhausted ..,
