TFSA - Annual Contribution Cycle

I gather that the annual contribution limit for a TFSA is linked to SARS' tax cycle (01 March to 28 Feb).
Does this mean that we are now in a new contribution cycle and I can add additional funds to my currently maxed TFSA?
