I see their biggest focus point is a "regional mall" that will surpass the size of everything out there, do we seriously need another mall in the north ?

Sorry my comment was made in isolation, so let me put into context.

Through the government's development plan as well as that of Tshwane we have been expecting development to take place within this area for a while now.

However all this was hearsay and has been going on for as long as I can remember, as for the original article, one would assume that some of the infrastructure budget will go into the development in this area.

But as mentioned in the current economic climate, is it wise to build a mall of that size if they do plan on progressing with the project ?

Malls are built by private companies though, so not sure how the Government can say they doing it.
What would be nice is actual public works to be built.

The original concept was to build a whole new "CBD" for Tshwane/Pta, not just a mall, hence the hefty price tag.
