...or that's apparently what people working at SAIX calls the capped pipe on which users are placed. THIS pipe is to teach naughty users not to exceed their cap again! The reasoning being that a user will be so offended by the capped speed that he will not exceed his cap again. ...oh and this is also not a normal bandwidth pipe on which all capped users are placed, it is deliberately slown down to make capped surfing very, very painfull. [!] ...got this bit of info from an insider at SAIX... any comments?

Unfortunately at this stage the above is a rumor only....

But if one could hard evidence confirming the above one could make a formal complaint with ICASA for what it's worth - toothless bunch that they are....
